Successes and Challenges of Digital Systems Usage in Local Government Service Delivery in Tanzania: A Systematic Review

Abstract

This study examines the role of digital transformation and Information and Communication Technology (ICT) systems in enhancing efficiency, accountability, transparency, and service delivery within Local Government Authorities (LGAs). The study explores how digital governance tools, electronic payment systems, integrated financial management systems, and online public services are reshaping administrative performance in Tanzania and across Africa. The findings reveal that ICT integration significantly improves operational efficiency, revenue collection, citizen participation, and public accountability. However, several barriers continue to affect implementation, including inadequate digital infrastructure, political interference, low digital literacy, poor system interoperability, cybersecurity risks, and limited financial resources. The paper recommends strengthening institutional frameworks, investing in digital infrastructure, promoting citizen digital inclusion, and improving policy coordination to ensure sustainable digital governance transformation in local government systems.

Conclusion

Digital transformation has become an essential component in strengthening governance systems and improving public administration within Local Government Authorities. The adoption of ICT systems has contributed to enhanced efficiency, accountability, transparency, financial management, and citizen engagement in public service delivery.

The study concludes that digital governance platforms such as electronic payment systems, integrated financial management systems, and online citizen services have significantly improved administrative performance and institutional effectiveness. However, the successful implementation of ICT systems remains constrained by inadequate infrastructure, poor interoperability, political interference, cybersecurity concerns, and low levels of digital literacy among citizens and public officials.

To achieve sustainable digital transformation, governments must prioritize investments in ICT infrastructure, strengthen policy and regulatory frameworks, promote institutional capacity building, and encourage inclusive digital participation. Strengthening collaboration between government institutions, development partners, and citizens will be essential in building resilient and transparent digital governance systems for future public administration reforms.
